no, I asked someone about that once, cause someone downloaded a photo of me - I think its just that some computers let you open it onto your computers or something. They wouldnt let you download otherwise.
And if someone was, you could sue them - copyright rules.
If you want, go look at the FAQ, and ask Deviantart, they'll tell you everything.
